Tumon Street Light Banner Program

Introduction

The Guam Visitors Bureau (GVB), in partnership with the Guam Department of Public Works (DPW), processes permits for the installation of banners along the street poles of Pale San Vitores Road in Tumon, Guam.

Organizations and businesses will be allowed to hang banners on these poles under certain conditions and specifications. Banners may not be installed without expressed written consent from GVB and a valid highway encroachment permit from DPW. Display banners are on a first-come, first-serve basis with GVB events and activities taking first priority.

Purpose

The purpose of this program is to allow organizations to promote events or occasions that have a direct and substantial civic benefit. The event or occasion should:

  • be reasonably available to all citizens;
  • be significant that it will be of interest;
  • be appropriate for display on public street light poles

The event or occasion using the banners should not be political or promote a personal message - although GVB will allow Banners with welcome messages for special MICE and SMERF groups.

Banners may display corporate logos or similar endorsements if they are not the dominant element in the composition of the banner.

GVB may regulate the composition, content of the banners, and impose other conditions or regulations necessary in the interest of the appearance of the street and the public’s safety.

Limitations on Placement

Banners may be installed on street light poles along Pale San Vitores Road in Tumon, Guam throughout the year. However, banners may not be installed on streetlights under repair or maintenance.

Maintenance

The requester will be responsible for the maintenance, replacement, and upkeep of banners while installed on the street light poles along Pale San Vitores Road in Tumon, Guam.

Streetlight Liability

The requester will be responsible for all costs to repair damages to the street lights caused by installation, while installed, and removal of the banners on the street light poles along Pale San Vitores Road in Tumon, Guam.

Revocable Permission

Permission to place banners on street light poles along Pale San Vitores Road in Tumon, Guam will be revocable at any time at the sole discretion of GVB or DPW. Should the permit be revoked, the requester shall remove its banners from the street area as directed by and to the satisfaction of GVB. If the requester fails to remove its banners as directed, GVB or its contractors may remove the requestor’s banners; in this case, the requester shall be responsible for all costs incurred by GVB or its contractors in removing the banners.

Furthermore, if permission is revoked, GVB shall not be liable for any costs of whatever nature incurred or suffered by the requester or anyone else arising from the revocation of permission.

How to Apply

Banner installations will be allowed on a ”first come, first serve” basis.

Requestor must complete the Tumon Street Light Banner application form and include the proposed banner design for GVB’s review. The application must also include the company that the requestor has hired to do the banner installation. Once completed please submit in person or via email to the GVB contact provided below. The request will be processed within 3-5 business days.

Once GVB has approved the application, the requestor must take the form to DPW’s Highway Division located at 542 North Marine Corps Drive in Upper Tumon to apply for a high way encroachment permit.

Upon approval from DPW the requestor must provide a copy of the permit to GVB by submitting in person or via email to the GVB contact provided. This will complete the approval process. The requestor will not be allowed to hang banners if the required documents are not in the possession of GVB within (2) weeks of banner installation.
